My Monitor Has A Low Screen Resolution After It Rebooted Itself And I Cannot Get It Back To Normal….?

I have tried a system restore, downloading a updated graphics driver, and when I go into Control Panel, then Display and then Settings it won’t let me move the cursor at all. It stays at 800 x 600 pixels. Also when I reboot my computer now, it says on the first screen that pops up after it shuts itself down that there is a plug and play configuration error. Does that have anything to do with it? I have a Dell Dimension 8200 Desktop. The monitor model # is E772c. It also has Windows XP. If that helps any. Any advice would be greatly appreciated.
